Nerf: adjusted the Movement speed boost from 10 % to 1.25 %, due to the increase in the maximum Chainsaw Sweep speed and time.
Nerf: increased the Charge time from 12 % to 20 %.

Rebalance: increased the Movement speed boost to 3 % after deeming the previous changes as having been too harsh.
