The info from the upcoming patch should say that scratch marks fade 3/4/5 seconds sooner, 1/2/3 seconds sooner is the old data.
Despite the perk's description, Lightweight DOES NOT reduce the sounds you make from footprints. Only the scratch marks are inconsistent and have reduced duration. - That is from the Perk's description in-game. It does not state that it actually makes you quieter. The first line is more of a lore related thing and not actually to indicate what the Perk does.
