Cybil Bennett is a police officer in Silent Hill's neighbouring town of Brahms. She was sent to Silent Hill to investigate the sudden lack of communication between Brahm's police precinct and Silent Hill's. Along the way, she met Harry Mason, who is Cheryl Mason's adoptive father, as he was trying to find his missing daughter.
