Patch 2.2.0

Mechanics Change: now boosts The Wraith's Movement speed while cloaked and slows it when uncloaking.

Patch 4.6.0

Buff: removed the speed penalty to uncloaking.
- However, it should be noted that the old version of "Windstorm" - Mud did not have any speed penalty code associated with it.
Nerf: adjusted the Movement Speed bonus to account for increasing The Wraith's default Cloaked speed.
